Eligibility for the MSME Competitive (LEAN) Scheme
Who Can Participate:
1. Registered MSMEs:
All MSMEs that have registered on the UDYAM portal by the Ministry of Micro, Small & Medium Enterprises (MoMSME) are eligible to participate and receive benefits and incentives.
2. Special Schemes:
Common Facilities Centres (CFCs) under the SFURTI (Scheme of Fund for Regeneration of Traditional Industries) are also eligible.
Micro & Small Enterprises involved in the Cluster Development Program (MSE-CDP) can also join and take advantage of the scheme.
– E-Certificate
a) E- Certificate towards participation under the scheme will be issued by MoMSME after completion of Basic Level, Intermediate Level, and Advanced Level.
b) The list of MSMEs that have taken the Lean Pledge and achieved any Lean Implementation Level will be displayed on the Lean Scheme portal.

Lean Manufacturing Consultant (LMC)
Role of Lean Consultant
- Support: Provide remote/on-site handholding for Lean implementation.
- Documentation: Maintain records of Lean activities, prepare case studies, and progress reports.
- Reporting: Submit reports as required by the Ministry of MSME (MoMSME).
Empanelment and Selection Procedure Empanelment:
- Criteria Development:
- Developed by Implementing Agencies (IAs) and approved by the Project Monitoring and Advisory Committee (PMAC).
- Criteria will ensure consultants have adequate expertise, knowledge, training, consulting skills, experience, and territorial presence.
Selection:
- Criteria Development:
– IAs will develop selection criteria, approved by PMAC. - Empanelled Consultants:
– Selected through a competitive bidding process ensuring fair and transparent selection as per General Financial Rules (GFR)/Central Vigilance Commission (CVC) norms. - Approval:
– Selected consultants are approved by PMAC. - Performance Monitoring:
– IAs will monitor/evaluate consultant performance. Any changes due to unsatisfactory performance or unforeseen circumstances require PMAC approval. - Tri-Partite Agreement:
– Agreement signed between the Group of Enterprises (GoE), IA, and the approved Lean Consultant. - Consultant Limitation:
– Ensuring the same Lean consultant is not selected for more than one GoE at a time.
